A strong believer in resolution rather than litigation whenever possible, Judge Wiggins was on the Advisory Board for the Livingston County Center for Dispute Settlement for over 25 Years.
Judge Wiggins grew up in Rochester and Livingston County. He received his Bachelor’s Degree from Hamilton College, and his Law Degree(J.D.) from Albany Law School. He was admitted to practice law at both State and Federal Courts in 1975. He ran a private practice, primarily in Livingston, Monroe, and Ontario Counties. He specialized in Real Estate, Estates, Matrimonial, and Negligence. Additionally, he was the First Assistant District Attorney in Livingston County for over 25 years. In 2005 he was elected County Court Judge, which in Livingston means he was Family Court Judge, Surrogate Court Judge, Criminal Judge, and Acting Supreme Court Judge. Judge Wiggins handled all these Courts until his retirement at the end of 2019. His final year as Judge he was also the Acting Supreme Court Judge for Steuben County.
